A council estate is probably THE most public of areas.

The vehicle has to be stored in an area to which the public have no access ie, a driveway or gated secure area. Parking bays or communal areas will not suffice.


EDIT: Sorry I mis-read the question. Seeing that the car is taxed and MOT'd, you can park it on the road as the offence of no insurance is only committed when driving or 'using'. Plans to make it an offence to park a vehicle on the road with no insurance were mooted in Sept last year but have not yet been made law.

So for the time being, you can park it on a road.
